Answer!

The good folks at the NY Thruway Bureau have given an answer to the mystery of the doorway:

"It is used to store a movable highway barrier which is deployed to accommodate peak-period traffic on the Tappan Zee Bridge.

The bridge has a total of seven lanes: 3 northbound, 3 southbound and a reversible lane along its center. The movable barrier is used to switch the direction of traffic on the center twice a day."
